Earlier this week, an internal Tulsa County Sheriff's Office memo surfaced regarding a special investigation conducted by Sergeant Rob Lillard in July of 2009. In summary, the memo concludes:
- Tulsa police department policy violations by Captain Tom Huckeby and Chief Deputy Tim Albin regarding Reserve Deputy Robert Bates
- Special treatment shown to Robert Bates during his training
- Intimidation of subordinates by Tom Huckeby and Tim Albin directly related to the training of Robert Bates
- Possible falsifying of records concerning the training of Robert Bates

Volunteer police deputy Robert Bates shot and killed Eric Harris as he was being apprehended and lay on the ground. According to the Tulsa county sheriff's office, Bates mistakenly shot Harris with his handgun instead of his Taser (stun gun). Bates has been charged with second-degree manslaughter involving culpable negligence.
