On July 10, 2015 Sandra Bland, a 28-year-old African-American woman, was stopped by Texas police for failing to signal when changing lanes. The stop became confrontational, Officer Brian Encinia threatened Bland with a Taser then used force to remove Bland from her vehicle and physically forced her to the ground. Bland repeatedly asked Encinia why she was being arrested.
Police car dashboard video shows some of the incident and all of the audio can be heard, but there is a question as to whether the video may have been edited.
The Texas Department of Public Safety said that Officer Encinia violated procedures during the traffic stop because he was not professional and courteous. Officer Encinia has been put on administrative duty pending the outcome of an investigation.
On July 13, 2015, Bland was found hanging dead in her jail cell.
