Although no motive for the shooting has been identified, law enforcement said that prior to the shooting there was a "domestic situation" that occurred between Kelley and his mother-in-law, and that Kelley had sent her threatening text messages.
Investigators discovered that from 2014 through 2017 Kelley purchased four firearms and that he passed all required background checks for those purchases, including the FBI's National Instant Criminal Background Check System (NICS).
Investigators also discovered that for some reason Kelley's prior court-martial conviction for domestic assault while serving in the U.S. Air Force was not uploaded to the databases checked when gun purchases are made. If Kelley's prior conviction had been properly uploaded, the background checks would have prevented him from legally purchasing a gun.
The Air Force said it was conducting a review of Kelley's case, as well as checking to see if other cases have not been properly uploaded to background-check databases.
In 2012, Kelley was captured by police after he escaped from a mental health institution in Santa Teresa, New Mexico.

A mass shooting at the First Baptist Church in Sutherland Springs, Texas has left 26 people dead and 20 injured.
The shooter has been identified as 26-year-old Devin Patrick Kelley.
After the shooting, Kelley fled in his vehicle. Police found Kelley in his vehicle, dead, apparently from a self-inflicted gunshot wound.
