Woman Admits to Ballot Tampering at North Carolina State Board of Elections Hearing

After several months of investigations and several days of hearings, the North Carolina State Board of Elections voted 5-0 to hold a second election.

While testifying at a North Carolina State Board of Elections hearing regarding possible election fraud, Lisa Britt admitted to ballot tampering during the 2018 midterm election.

The tampering relates specifically to the House of Representatives race for North Carolina's 9th district which pitted Democrat Dan McCready against Republican Mark Harris. The unofficial count of the race has Harris ahead by 905 votes.

Britt testified that she was paid to pick up (collect) absentee/mail-in ballots from voters - something that is illegal in North Carolina. She also testified that for the collected ballots that were not sealed, she completed areas of the ballot where a vote had not been cast as a vote for a Republican.

The man who paid Britt, McCrae Dowless, was hired by Red Dome Consulting Group. Red Dome Consulting Group was hired by the Mark Harris campaign as part of a "get-out-the-vote" operation and was paid by the Harris campaign.

Dowless has a criminal record including convictions for insurance fraud and perjury.

So far, Mark Harris has not been implicated in the scheme.

Today is the first day of a hearing that is expected to last 2-3 days. When the hearing is completed, the North Carolina State Board of Elections (which consists of three Democrats and two Republicans) will vote on whether to certify or not certify Harris as the winner.
