What is NAFTA?

The North American Free Trade Agreement (NAFTA) is a trade agreement between the United States, Canada, and Mexico designed to increase trade (imports and exports) and investment between the three countries.

NAFTA eliminates taxes on imports and exports of goods and services, making them less expensive and promoting trade.

How long has NAFTA been in existence?

The concept for NAFTA was first suggested by President Ronald Reagan in 1979. In 1990, the presidents of the three countries (U.S. President George H. W. Bush, Mexican President Carlos Salinas de Gortari, and Canadian Prime Minister Brian Mulroney) began negotiations, and in December of 1992 they signed an agreement (pending approval from the legislative branches of all three countries).

President Bill Clinton signed NAFTA into law on December 8, 1993, and it became effective on January 1, 1994. Included with NAFTA are two supplementary agreements:

What are the pros and cons, and what have been the effects of NAFTA?

Pros:

  • increased trade (total trade has quadrupled from $297 billion in 1993 to $1.14 trillion in 2015, and U.S. exports increased from $142 billion to $517 billion)
  • lower consumer prices on imported goods (and reduced U.S. reliance on oil imports from the Middle East and Venezuela)
  • increased exports (in the U.S, especially in agriculture, automotive, health care services, and financial services)
  • U.S. exports resulted in the creation of nearly 5 million U.S. jobs (U.S. imports created some U.S. jobs also)
  • increased foreign direct investment (FDI)
  • reduced government spending (due to competition on government contracts)

Cons:

  • loss of 500,000-750,000 U.S. jobs
  • job migration (primarily to Mexico) caused wage supression in the U.S. (primarily in the automotive, textile, computer, and electrical appliance industries)
  • loss of 1.3 million Mexican farm jobs (due to government-subsidized/lower-priced U.S. farm products flowing into Mexico)
  • many out-of-work farmers went to work in sub-standard conditions in the Maquiladora program
  • degradation of the Mexican environment (Mexican farmers used more fertilizers to try and compete, and they began farming "marginal" land causing deforestation)
  • as written, NAFTA allowed sub-standard Mexican trucks free access to U.S. roads (creating a safety problem), but this feature of NAFTA was never implemented (Mexican trucks have a 20-mile limit within the U.S.)

What other factors should be considered when analyzing the overall affect of NAFTA?

Although the U.S. trade deficit with Canada and Mexico has increased under NAFTA, that deficit is currently less than 10% of the total (world) U.S. trade deficit. Also, the U.S. trade deficit with Canada and Mexico has been more or less stable for the past six years.

Relative to the size of the total U.S. economy, trade with with Mexico and Canada isn't that big (4.6% in 1994 and 6.7% in 2015).

Other factors have had a significant effect on U.S. jobs:

  • the Mexican peso crisis of 1994-95
  • the global financial crisis and U.S. recession of 2008
  • the rapid growth of China
  • a stong U.S. dollar has made it more profitable to manufacture abroad
  • automation and the decline of U.S. manufacturing jobs, which have declined at the same rate as in Europe, the United Kingdom, and Japan

NAFTA and the Trump administration

Trump has called NAFTA the "worst trade deal in history".

Article 2205 of the NAFTA agreement gives any country the ability to withdraw from the agreement provided six months notice is given, but it's unclear if Trump needs congressional approval to do so.
